新版《家用及类似用途插头插座CCC认证实施规则》(以下简称新版实施规则)于2011年8月1日起开始实施,取代已实施10年之久的2001版实施规则。与旧版实施规则相比，新版实施规则在产品一致性检查、例行检验和确认检验项目及要求、认证检测标准、单元划分、工厂质保能力要求等方面均有较大变化。除此之外，新版实施规则还依据最新法律法规要求进行较多调整。若生产企业不及时适应新版实施规则的变化，将无法通过认证机构的监督检查,已经获得的插头插座CCC认证证书也可能被暂停使用。

　　新版实施规则的主要依据来源有两方面：一是国家质量监督检验检疫总局2009年7月3日发布的新版《强制性产品认证管理规定》(总局第117号令)，二是已顺利实施的《家用和类似用途设备认证实施规则》(CNCA-01C-016:2010)、《信息技术设备认证实施规则》(CNCA-01C-020:2010)、《音视频设备认证实施规则》(CNCA-01C-017:2010)。

　　按照国家质量监督检验检疫总局第117号令规定，认证实施规则需在如下方面进行调整：明确认证证书的5年有效期及有效期期满时的换证要求，统一认证证书的注销、暂停、撤销规定要求，明确需遵照《强制性产品认证管理规定》和《强制性产品认证证书注销、暂停、撤销实施规则》执行的规定，明确认证机构根据产品特点、质量状况等具体情况实施监督检查分类管理并合理确定监督检查频次的要求，增加对样品真实性的要求，明确检测机构和认证机构对样品真实性的相关职责。

　　家用和类似用途设备、信息技术设备和音视频设备新旧实施规则的差异主要有：在单元划分上更加合理，提高可操作性和检测一致性;明确关键件/材料的范围，便于认证各方理解和掌握;在工厂质保能力要求方面，规定由认证机构自行制定家用和类似用途设备、音视频设备、信息技术设备强制性认证工厂检查要求，并报国家认证认可监督管理委员会备案后实施，体现了认证机构对具体产品认证质量管控的自主性和灵活性。新版实施规则基本上是依照上述两方面内容进行修改。
